UGC NET Library and Information Science — Paper 2, subject code 59

All ten units are written, in 22 chapters: two for each unit, except three for Unit V, knowledge organisation (classification with DDC, UDC and CC; cataloguing with the bibliographic and metadata standards; indexing, abstracting and information retrieval), and three for Unit VI, library management (library operations and preservation; HRM, finance, project management and quality; buildings, management systems, knowledge management and marketing). The syllabus numbers its ten units and titles none of them — each unit is a bare numbered list of ten items — so, as for Management, the outline and the Paper-II mock describe each unit by what it covers rather than by a heading the document does not have. Quantitative content is worked with checked answers: the h-index, g-index and i10-index from one citation list, a two-year journal impact factor, Lotka's inverse square law, Bradford's zones, Zipf's law, the PERT expected time and critical path, precision and recall, an ISBN check digit, DDC number building and CC's PMEST notation. Laws, standards and institutions are taught as they now stand: the Press and Registration of Books Act 1867, named in the syllabus, has been repealed and replaced by the Press and Registration of Periodicals Act 2023, in force from 1 March 2024, an Act about periodicals, and the course makes no claim about how the registration of books is now handled; the Delivery of Books and Newspapers (Public Libraries) Act 1954, as amended in 1956, remains the legal deposit law; the RTI Act 2005 is taught with its 2019 amendment and the Digital Personal Data Protection Act 2023's rewriting of section 8(1)(j), and the IT Act 2000 as amended in 2008; AACR2 as succeeded by RDA (published 2010, adopted by the major US national libraries in 2013); DDC at its 23rd edition, maintained continuously through WebDewey; the Colon Classification's last, seventh edition (1987); MARC 21 alongside BIBFRAME; NISCAIR as merged with NISTADS into CSIR-NIScPR (2021); MEDLARS as the forerunner of MEDLINE and PubMed; the National Knowledge Commission (2005-2009) and the National Mission on Libraries (2012); and e-ShodhSindhu and One Nation One Subscription (2025). The document's typographical slips are quoted and taught correctly: "Cannons" (canons, in Unit V items 2 and 4), "MODES" (MODS), "SHARPA-ROMIO" (Sherpa Romeo) and "DOAR" (OpenDOAR), "Potege" (Protégé), "Equipments" (equipment), "Makers Space" (makerspace), "Academics Social Networks" (academic social networks), "Augmented Technologies" (augmented reality technologies), "Type of Users" and "Scientometric"; "PSDN" is taught as a packet (or public) switched data network, with PSTN, which it may have meant, taught alongside. The overlap with material already on this platform was scoped precisely. Unit VII touches the NET Computer Science and Applications course (data communication, networks, protocols, security, programming languages and web programming); it is written at the level an LIS postgraduate is examined on and framed for library systems, not at computer science depth, and no chapter there is reworded. Unit VI's management principles, HRM, TQM, marketing mix and PERT/CPM touch NET Management and Commerce, and its budgeting methods NET Public Administration's financial administration chapter; each is applied here to libraries. Unit I's intellectual property, IT Act and RTI touch NET Law's intellectual property and IT law chapters, read here from the standpoint of a library. Unit I's communication, Unit VII's ICT and Unit IX's research methods touch the Paper-1 chapters and the research and statistics chapters of NET Sociology, Psychology and Home Science. Each was checked and written independently from this document's own list, as library and information science; nothing is adapted or reworded. Units II, III, IV, V, VIII and X, and the metric studies of Unit IX, have no equivalent elsewhere on the platform.
